The engineering lesson

Review the second failure, not only the first.

NHTSA describes moisture entering around the right steering-rack mounting bolt, corrosion, and possible bolt-head fracture. If that happens, the rack remains attached by one mounting point; continued loading can then fracture the rack housing and lead to loss of steering capability.

A low-cost part can become system-critical when the remaining structure was not intended to carry the redistributed load for long.

Water, road contamination, drainage geometry, coatings and service exposure can be just as important as nominal strength.

A design review should ask what the assembly does after clamp loss, wear, looseness, fracture or partial degradation — not only whether the pristine model survives.

The official remedy in the U.S. filing is to replace the right mounting bolt with one featuring a highly corrosion-resistant polymer coating.
